to jump over to hayward. reports of a water main break reported at the intersection of jackson and santa clara. no word yet how many lanes are blocked or what exactly how serious thwart main break is. we have a photographer headed to the scene so we'll get you live pictures of the area in just the next few minutes. that's hayward, jackson and santa clara at that intersection. reports of a water main break. now, the freeways themselves looking good this morning. not a lot of caltrans projects under way. most of those will get back in effect tonight probably after 10:00. but so far 880 connecting over to 92 no delays. 238 to 580 good start this morning. live look at conditions off of the golden gate bridge into san francisco. no delays an easy ride, coming away from 580 to the golden gate bridge toll plaza an easy 10 or 15 minutes or so not bad. no construction projects scheduled right now as you work your way through marin county. and if you are heading along 880 northbound into oakland, so far it's a nice ride, very easy commute towards the maze if you are headed to the bay bridge no del

've been following since 4:30 this morning. a water main break on jackson. ktvu's alex savidge was first on the scene and joins us to tell us when crews expect to have the water shut off. it was supposed to be at 7:00. but that's no longer the case? >> reporter: that's correct. the time frame, obviously being pushed back. it's a very complicated process from what i understand as they are still trying to isolate where the break is on this underground water line and what those workers are doing from the city of hayward's water department, they are checking the valves near this intersection trying to see which one of them will shut off the water. obviously they haven't found it yet. lanes of traffic are closed down. more of them have opened up. so cars are coming through. this is jackson and santa clara streets. as you can see, it's right near the ent transto 880 -- entrance to 880. water is still running down the street. this is what it looked like when this 12-inch line ruptured. firefighters were called in to cut off the flow of water. it wasn't a simple fix. so apparently, the water dep

running water after a large water main break overnight near jackson and the 880 and highway 92 freeways. alex savidge was the first reporter on the scene at 4:30. he's live to tell us why our cold water may be having a problem. >> reporter: good afternoon. the hayward director of public works says a combination of frigid temperatures and soggy soil from recent rain is likely what caused this underground water pipe to shift and break. repair work is going on right now. i was just told by a worker they getting set to turn back on the water. businesses in the area have had to get by with no running water. water started to pour flooding the intersection of jackson and slay streets in hayward. it took city crews four hours to shut off the water. hayward's director of public works says recent rain an cold temperatures may have contributed to this mess. >> the the soil has satch waited. with the cold, there is -- sas saturated and with the cold, that causes old mains to break sometimes. we've had several breaks all over town that are small. this is the biggest one we've had. >> reporter: crews

. it is at the intersection of jackson and santa clara. mike belts and is on the scene. >> you can see the water continuances bill and to the intersection. it is pulling in the crosswalk and creating a mess for crews out here this morning. they continue to try to close the valve here and turn the water off at the intersection. this began just after 330 this morning and crews are still trying to turn the water off. that should happen any minute now and they're doing that using a special tool. they're bringing it and how to use it to help force close the valve on the water main. that will determine help them determine whether and not the pipe burst or there is a problem with the valves. from there crews will come in and repair whatever problem it is. they hope that the water turned off the next couple of minutes when there is no telling when this intersection will reopen. >> it looks like traffic is flowing ok? >> they are worried as the morning progresses there will be a residual back up but there is a partial closure in all four directions. you can get through but it is down to one lane. >> congress has near

me is joe jackson to talk about it. the first time i ever heard about that was a challenge to a law that you can't do that or you'll get a ticket. somebody at the time brought up free speech. is that free speech? >> first of all, we know state legislatures are busy. 29,000 bills passed throughout the country. a businey year. you can argue that it's expressive conduct. it's symbolic conduct. as a result of that, it's protected by our constitution first amendment. in florida what they did was they said these flashing lights, you can do it, it's all good. there are a couple loopholes. if you flash the high beams the law also says you can't flash them if there's a car 500 feet that's approaching or if you're behind a car that's 300 feet away. so you still can get nabbed. >> that code is usually from a longer distance away. >> it is. they stopped enforcement also. in march they said we're no longer going to enforce this provision. flash away if you're in florida. >> you might argue it's helping society to slow down. >> absolutely. but it hurts the revenue. >> he hits it on the head. this
